FROM 5/5/2025: VIETNAMESE FIRM MUST USE eCoSys, VCCI TO CEASE C/O INSUANCE

On April 21, 2025, the Ministry of Industry and Trade issued Decision No. 1103/QĐ-BCT, officially revoking the authority of the Vietnam Chamber of Commerce and Industry (VCCI) to issue Certificates of Origin (C/O), Certificates of Non-Manipulation (CNM), and to receive REX number registration applications.

This decision takes effect from April 21, 2025, and VCCI will completely cease issuing the aforementioned documents from May 5, 2025. The revocation of VCCI’s issuing authority aims to standardize the system for issuing certificates of origin, enhance oversight, transparency, and the application of technology in management, thereby reducing the risk of origin fraud and increasing the credibility of Vietnamese goods in international markets.

Key contents of the decision

1. Revocation of issuing authority

The Ministry of Industry and Trade revokes the authority to issue the following documents that had previously been delegated to VCCI under Decision Nos. 1234/QĐ-BCT (2018), 1076/QĐ-BCT (2020), and 2795/QĐ-BCT (2022):

  • C/O Form A
  • C/O Form B
  • Non-preferential C/O CNM (Certificate of Non-Manipulation)
  • C/O Form GSTP
  • REX number registration under the Generalized System of Preferences (GSP) schemes of Norway and Switzerland.

2. Transfer of responsibility

From May 5, 2025, the Ministry of Industry and Trade will directly issue certificates of origin and handle REX number registrations through the electronic Certificate of Origin Management and Issuance System (eCoSys). The Department of E-commerce and Digital Economy will be responsible for ensuring the electronic infrastructure for this system.

3. Responsibilities of VCCI

VCCI is responsible for:

  • Ceasing issuance of the aforementioned documents from May 5, 2025.
  • Supporting businesses in transitioning to the new issuing authority.
  • Cooperating in handing over related files and verifying the origin of goods issued during the authorized period.

Important notes for businesses

  1. From May 5, 2025, contact the Ministry of Industry and Trade for the issuance of C/O, CNM, and REX number registration.
  2. Use the eCoSys system to process electronic certificate of origin applications.
  3. Contact VCCI for support in transitioning and handing over related documents.
